        • Hakka (客家)Culture Park officially opens in Taipei City
          The Taipei Hakka Culture Park yesterday opened to the public following months of construction delays. It will be the permanent home for the annual Taipei Hakka Yimin Festival and other Hakka-related activities.
          The 4 hectare Hakka Culture Park, built on the former site of Taipei Children’s Museum of Transportation in the Gongguan area of Taipei City, features a central plaza, delonix plaza, tung flower trail, bike station, farming experience area and eco-pond.
          The 24th Taipei Yimin Festival was held in conjunction with the opening ceremony, in which over 3,000 members of the Hakka community from 25 Yimin temples around the nation gathered at the park to celebrate the traditional Hakka ritual that runs until tomorrow.
          Taipei Mayor Hau Lung-bin (郝龍斌) headed a delegation of top city officials and councilors that attended the Yimin gods-seating ceremony that officially started the festival.
          The festival also featured a “shoulder pole meal-giving” parade that showcased the Hakka spirit of sharing, interactive multimedia exhibits and 12 Hakka Festival shows, demonstrating the vitality of Hakka culture.
          The title Yimin (righteous people, 義民) is an honorific title bestowed on the Hakka by the Qing dynasty court for helping government forces to put down an uprising in central Taiwan in the late 1780s.
          The uprising resulted in the deaths of more than 200 people in Hsinchu whose bodies were buried at the Sinpu-Fangliao Yimin Temple.
          Taipei City Hakka Affairs Commission Chief Secretary Lin Wei-chong (林偉忠) said the park would serve as the main venue for Hakka activities and work to promote Hakka culture.
          “Hakka people in Taipei City finally have a home and we will take advantage of the Hakka Culture Park to introduce our culture to more people,” he said.
          President Ma Ying-jeou (馬英九) was scheduled to preside over a Yimin god worship ceremony this morning at the park, followed by more parades and traditional Hakka performances.

          全台首座客家主題公園10/15啟用

          台北市第一座、也是全台首座「客家文化主題公園」 ,即將在十月十五號正式啟用,結合一年一度的「客家義民嘉年華」,客家文化主題公園十五號到十七號舉辦一系列慶典活動,包括全台二十五間義民廟的義民爺,三百年來首度齊聚台北市,另外,週日還有一千二百組挑擔奉飯踩街活動,從中正紀念堂出發,一路踩街到主題公園區。(林麗玉報導)
          位於台北市汀州路三段、全台第一座「客家文化主題公園」10月15號落成啟用,而這座客家主題公園佔地4公頃綠地、還有2,814坪客家文化中心,傳承客家文化,並結合水岸步道及自行車道,興建跨堤景觀平台,而慶祝客家文化主題公園啟用,10月15號到17號也舉辦一年一度的客家嘉年華,北市府客家事務委員會主秘林偉忠說,今年的義民嘉年華結合客家文化主題公園啟用,會迎接全台25間義民廟北上到台北相會,包括全台最老的屏東義民爺本尊也會北上,而25尊義民爺本尊、分身齊聚台北,也是三百年來頭一遭。另外客家文化主題公園週六晚間也舉辦開園慶典晚會,週日還有挑擔奉飯踩街活動,1200組踩街隊伍會從中正紀念堂集合出發,走羅斯福路到客家文化主題園區,上午十一點還會舉辦安座大典,會場會有60多個攤位,除了傳統客家美食、還有創意神豬區、年輕人的音樂創作區等。

          客家文化公園 北市新亮點

          (中央社記者孫承武台北11日電)台北市第1座「客家文化主題公園」將於15日啟用。北市客委會今天舉行開幕記者會,市長郝龍斌與全國25間義民廟代表組成的特色踩街隊伍一齊挑擔,象徵走出新天地、開創新客園。
          記者會在市政大樓1樓沈葆楨廳舉行,郝龍斌以流利客家話跟客家鄉親打招呼。他表示,4年多前他當選台北市長時,有許多客家鄉親向他反映,希望儘快打造客家文化主題公園,好讓台北市民及全國各地民眾認識客家文化;希望未來公園啟用後,能凝聚客家鄉親的向心力、提供台北市民另一個休閒遊憩場所,並成為城市活化的另一個亮點。
          台北市客家義民祭將於15、16日舉辦,客家文化主題公園也將搭配義民祭正式對外開放。郝龍斌指出,客家義民祭一年比一年盛大,也吸引愈來愈多的外地客家鄉親前來參與,北市府會努力把義民祭辦好,也感謝所有鄉親、各級機關給予北市府的協助。
          「客家義民祭典」是北台灣的重要民俗活動,這次邀請全國共25間義民廟,於15日一同參加迎神遶境活動,沿途供信徒參拜,隨後並將於客家文化主題公園舉辦安座大典,宣告今年活動正式開始。與往年不同的是,這次為了慶祝園區落成,15日晚上晚會有藝人胡瓜帶來精彩的演出。
          16日則有象徵客家克勤克儉的挑擔奉飯、獨具特色的創意踩街遊行等活動。今年挑擔奉飯隊伍高達1173擔,加上客家鄉親發揮創意、結合客家元素的踩街創意秀,共計有3000多人參與,將在台北市的街頭踩出客家魅力。1001011

          Migration figures decline for black-faced spoonbill

          The number of black-faced spoonbills migrating to Taiwan during winter decreased by 23.39 percent last year, most likely because of shrinking food sources, officials of the Chinese Wild Bird Federation said on Saturday.
          The black-faced spoonbill, classified as an endangered bird species by the Wildlife Conservation Act (野生動物保育法), is found in East Asia and Southeast Asia. The spoonbills typically migrate to Taiwan in October, where they winter until March.
          The number of black-faced spoonbills migrating to the mouth of the Tsengwen River (曾文溪) in Greater Tainan steadily increased from 2005 to 2009, but it dipped sharply last year, from 1,671 to 1,280, the federation said.
          Taijiang National Park has speculated that the drop in spoonbill migration might be caused by a waning milkfish population, Chinese Wild Bird Federation president Cheng Chien-Chung (程建中) said.
          However, further observation is needed to determine the cause of the declining populations, Cheng added.
          Milkfish farming has been shrinking as farmers choose to focus more on the production of grouper because of its higher economic value, Cheng said.
          Cheng said subsidies for milkfish farms should be used to provide an additional source of food for the black-faced spoonbills.
          For example, he said the Taijiang National Park has set up a milkfish farm on National Tainan University’s Cigu (七股) campus to help provide food for the spoonbills, which feed mainly on small fish and shrimp.
          Last year, all global surveys of black-faced spoonbill populations recorded declines, Cheng said.
          Reports from Vietnam and China indicate that economic development has significantly reduced the areas of mudflats in coastal regions, making it difficult for the birds to survive, since their natural habitat is in intertidal regions, Cheng added.

          (中央社記者蔡沛琪台南15日電)每年11月是黑面琵鷺來台高峰,中華民國野鳥學會今天表示,有別於往年趨勢,去年到曾文溪口度冬的黑面琵鷺少了25%,推測可能是因為食物來源虱目魚數量減少,導致黑琵減少。
          根據中華鳥會觀測資料,從2005年至今,到曾文溪口度冬的黑面琵鷺數量逐年增加,唯獨去年首度減少,從1671隻下降到1280隻。
          中華鳥會理事長程建中受訪時表示,這可藉此警惕人類,環境產生改變,根據台江國家公園推測,可能是受到虱目魚數量減少所影響。
          程建中解釋,由於石斑魚的經濟價值高於虱目魚,導致石斑魚養殖數量上升,間接導致虱目魚數量下降。他建議以補貼等方式提升養殖虱目魚的數量,像台江國家公園在台南大學七股校區養殖虱目魚,增加黑面琵鷺食物來源。
          程建中說,黑面琵鷺到曾文溪口度冬數量減少的詳細原因,需長期觀察研究,才能做出精確結論。他說,不只來台黑面琵鷺數量減少,去年普查發現,全球黑面琵鷺數量也下降;據越南、中國大陸鳥友觀察,當地因大量開發,導致泥灘地減少,不利黑面琵鷺生存。
          黑面琵鷺屬於行政院農委會劃定的第一類瀕臨絕種保育類野生動物,活躍於東亞和東南亞,每年10月至翌年3月來台度冬,大多集中在曾文溪口。1001015
